You could just save the brush set or pattern and copy it to a .zip file upload that to your site through ftp(or however you upload it) and .zip extensions are always set to download upon visit to the file url via web browser.

Instructions:
# On Windows XP machines:

 1. Start Windows Explorer (right-click the Start menu, then choose Explore).
 2. Navigate to the folder in which you want to create a .zip file.
 3. On the File menu, point to New, and then click Compressed (zipped) Folder. Type a name for the new folder, and then press ENTER.
 4. Using Windows Explorer, drag any files you wish to place into the .zip file.

# Using Winzip:

Winzip is an application that makes .zip files. You can download Winzip for your home PC from www.winzip.com.

 1. Start up Winzip.
 2. Click "I agree".
 3. Click the New button (upper left corner of the Winzip window). You will see a window titled New archive.
 4. Select the folder where you wish to store the archive, by using the folder navigation box in the upper portion of the New archive window.
 5. Name the archive, by typing a name into the File name textbox in the lower portion of the New archive window.
 6. Click the OK button. This should cause a new window to be displayed, called Add.
 7. In the Add window, select those files that you wish to place in the archive, by first using the folder navigation box, and then clicking on those files you wish to add. You can select more than one file by holding down the Ctrl key on the keyboard when you click on each file name.
 8. After you have selected all the files to include in the archive, click Add.
 9. Exit Winzip.
References :
http://condor.depaul.edu/~slytinen/instructions/zip.html

Above answer is correct , although i think he meant you will be able to append brush.
Just in case you don't know how to append , just select a brush , now right click on your picture ,a dialogue box will appear with master diameter and hardness , at the top right there is a small black triangle click this and you will see your brushes , scroll to your new brush and click you will be asked if you want to append or replace , just click append and ok. Your done happy painting.
References :
btw don't replace , you won't lose your brushes , it's just a pest going in and out replacing them.

I'm not sure if you can just send people the actual brush/pattern. (Scratch that - see the EDIT below)

Instead, I would (for brushes)

1. Post up a picture of the brush on your website (just a normal jpeg file)
- To do this, make a New document on Photoshop (I would make a large file, at least 500 pixels x 500 pixels)
- Choose the brush that you want to share and make it big enough to fit the size of your document.
- Use the brush tool once in the middle of the document.
- Save this picture as a jpeg.

2. Tell your website guests to
- Save that picture to their computer
- Open the picture in Photoshop
- Go to Edit > Define Brush Preset
- Give the brush a name and click OK
When they do this, if they go to their Brush Tool, and then Brush Preset picker, at the very bottom of the menu will be the new brush.

For patterns,
do the same thing as above, but instead of Define Brush Preset, choose Define Pattern.

Note: The larger you make the picture of the brush/pattern, the better quality that brush will have. Beyond the size that you saved it as (say you saved it as 500x500 pixels), if you tried to use a brush that was 750 pixels wide, the brush would be fuzzy.

EDIT:

You *can* save a bunch of brushes in a compact file to distribute to your webguests - you can use 'abr' files or 'png' files.

This site is great in that it explains *how* your guests will be able to use the brushes that you make available to them in abr or png mode:
http://www.easyelements.com/install-photoshop-brushes.html

He's using Elements, so it looks different, but it's the same thing. Under "Using Brushes Without Restarting Photoshop" they'll have to go to Brush Preset Picker (it's an arrow pointing down), then go to the arrow pointing to the right, and choose Load Brushes.

However, for you, you're going to have to make the abr/png file for them to use. I've only figured out abr, but it's the easier method it seems (even though there's some trouble with backward compatility; i.e. older versions of Photoshop might not be compatible):

- In your brush palette go to Brush Preset Picker (arrow pointing down), then go to the arrow pointing to the right, and choose "Preset Manager".
- Choose whatever brushes you want to make available (hold down Shift or Ctrl to pick multiple brushes).
- Once you're satisfied with the set, choose "Save Set..."
- You'll notice that it'll save it under abr mode in C:\Program Files\Adobe\Photoshop CS2\Presets\Brushes\
--> That is the file you're going to distribute to your webguests, who are going to have to install it into their program.

Hope this helps!

Oh, and sorry if you're on a Mac. As you've noticed, I'm on a PC. :) It should be the same process though.
References :
also search for shapes and patterns instead of brushes,
http://dezignus.com/vector-circles/

you could also create new circular design by drawing on from center or outer layer, then expand or contract selection in increments until full and save as png/ eps/ psd
